Upload a questionnaire (multipart) and parse its rows

Multipart file upload for a vendor questionnaire (CSV/XLSX/XLS/PDF/DOCX). CSV/XLSX/XLS parse synchronously and the questionnaire returns in draft state. PDF/DOCX persist the file, return the questionnaire in parsing state, and enqueue the worker's parse-questionnaire job — the admin UI polls until rows arrive (or status flips to rejected with a failureReason). Optional querystring kind switches the agent prompt to RFP voice; optional customPrompt is appended to the user message at generation time (capped at 1000 chars, sanitized server-side).
