Claim a custom domain for a trust center
Allocates a SAN slot on a managed multi-SAN ACM cert and returns the DNS-01 CNAMEs the customer must add to their zone. Plan-gated to orgs entitled to customDomainsEnabled. The trust center's customDomainStatus flips to 'cert_pending' until the customer completes DNS validation and calls /verify.
